Strengthening Civil Society for Inclusive Governance
In our ongoing commitment to deliver professional services in a responsible and sustainable manner, we are integrating civil society programs for the community.
Policy Training for Parliamentarians
Our flagship initiative delivers targeted training to members of parliament, focusing on public finance management, tax policy, and budget advocacy. Through this program, we aim to:
- Enhance legislators’ understanding of Uganda’s Domestic Revenue Mobilization Strategy (DRMS) and its implications for equity and fairness.
- Build capacity in budget analysis, climate finance tracking, and public investment management.
- Promote inclusive planning and gender-responsive budgeting, ensuring that policy decisions reflect the needs of marginalized communities.
- This training is delivered in collaboration with experts from the Ministry of Finance, academia, and civil society organizations such as CSBAG, and includes interactive modules, group work, and real-world case studies.
The Zacheaus Index
The Zacheaus Index is a pioneering tool designed to measure the equity and progressiveness of tax policies. It provides a structured framework for evaluating how tax systems impact different segments of society, particularly the most vulnerable.
Named to evoke themes of justice and accountability, the index:
- Assesses tax fairness across income groups.
- Highlights regressive elements in fiscal policy.
- Offers actionable insights for reform and advocacy.
- The Zacheaus Index is used by civil society organizations, researchers, and policymakers to inform debate and drive evidence-based reforms in Uganda’s tax landscape.
